After narrowly escaping the noose of U.S. forces, Drug lord Hector Chiro went into hiding to lay low and resurrect his once mighty empire. Meanwhile the U.S. attempted to stabilize the region, but encountered stiff resistance and corruption on all levels. The American public tired of countless body bags returning home and forced the Pentagon to withdraw the majority of its forces. Along with DEA and CIA operatives, the U.S. left some garrison troops and Special Forces advisors to train the newly elected government’s armed forces.

      After some time passed and his dealings with international arms dealers and militant organizations began to bear fruit, Hector Chiro is ready to once again to return as Colombia's premier Drug Cartel leader. With a series of car bombings, well-planned surprise attacks and help from the locals, Chiro and his surviving lieutenants have managed to gain a foothold in Colombia and reclaim their former cocoa farms and factories for production. The remaining U.S. forces and Colombian armed forces were overwhelmed through firepower and attacks from within.

      Not wanting his term to go down in history under these circumstances the President of the United States has again sent in U.S. forces under a Coalition banner including British, Philippine, and Russian units to battle the scourge of the international drug trade.
