Drug lord Hector Chiro, long a thorn in the U.S.'s side, managed to escape the noose of US forces once again, fading into his strongholds in the Mountain regions of Colombia along with his new allies and captives. Since the conflict with the Chiro Cartel has faded, the U.S. has focused on strengthening the Colombian Military and Police forces, to deal with Chiro and the local drug war themselves . The Pentagon, once again dealing with more prominent issues in other theaters began to withdraw the majority of its forces, handing over local authority to the DEA and CIA operatives. The US Marine brass saw an opportunity to gain some positive media headlines and has quietly moved some specialized units to Colombia.
After escaping the US Forces, Chiro again sought refuge in nearby friendly Venezeula, where he was accepted as a hero. From basecamps within Venezeula he arranged meetings with International Arms Dealers and other Anti-American organizations. Meanwhile, since Chiro has been tangling with the US, some of his rival Drug Lords have made signifigant gains in power and funding of their own private armies and are ready take advantage of Chiros situation, launching their own empires and ambitions at his expense.
Hector Chiro has once again returned to Colombia determined to outlast the US resolve and take out any other Cartel competition. With the help of local dictators, militant radicals, a series of terror attacks, and kidnappings, Chiro and his surviving commanders have managed to gain a foothold in Colombia and reclaim some of their former cocoa farms and factories for drug production.
General McTate, former commander of US Forces, has retired from the military, but has been hired by the Joint DEA and Marine Commands to assist the US effort to finish what he started. His recommendations to bring in private security teams, mercs and contractors have begun to have success as they don't have to follow military rules. Sources have not revealed who the Marine Commander is at this point. The current President, in his final term is determined to end his Presidency on a high note in South America and has authorized whatever is necessary to finish the job. The President has again persuaded some allies to join its Coalition Forces, including US, British, German, Philippine, and Russian units to battle the scourge of the international drug trade.
